WebIt definitely makes sense; by using a weapon that is labeled "non-lethal", cops would not have to think twice before opening fire, as it wouldn't actually kill anyone. On top of that, once fired, its easy to get a secondary kick from the scenario simply by shocking the suspect again. AKA, a taser is much easier to abuse than an actual gun.
