Choose any sound file you would want to edit, right click and select Export to OpenFormats, and export it into your folder. Open any sound in audacity, and on the name of the track (with that arrow) click split tracks to mono. Delete the second track, and export it to ... There is a system called static emitters (radio noise from a boombox, or music coming from a club) that you can turn off with methods but it does not cover stuff like the car noises in the distance.
