There used to be a tool that allowed you to choose which servers you played on but it doesn't work anymore, sadly :( MM Server picker was the name.. you can try but it doesn't work for me anymore. The only cluster you can play on that from what I remember doesn't have Russians at all is the Madrid cluster (with 70-80 ping). I tried all others and got Russians in all of them.
